Marlon Hunter has more than twenty-five years of combined experience in public health, healthcare, occupational safety, and environmental health. He has a Bachelor’s of Science in Environmental Health and a Masters of Arts in Organizational Management. Mr. Hunter has a broad range of experiences with government and private organizations in urban and rural communities.
Mr. Hunter served with DeKalb County Board of Health in Decatur Georgia, Carolina’s Health Care System in Charlotte, North Carolina, Florida Department of Health in Tallahassee, and most recently as Public Health Director at Forsyth County Department of Public Health in Winston Salem, North Carolina. Mr. Hunter is now serving as President and Chief Executive Officer with ReGenesis Health Care in Spartanburg SC.
Under his leadership, he has served on numerous community-based boards in efforts to improve Local, State, National and Global Health Outcomes.
Dr. Delfino has served as Chief Medical Officer for ReGenesis Health Care since 2015 after serving as a staff physician beginning in 2013. Dr. Delfino earned his Bachelor of Science degree in Psychology from the University of Maryland in 2000; his MBA in Healthcare Policy and Management from Brandeis University in Waltham, Massachusetts, in 2004; his MD from Tulane University School of Medicine in 2010; and completed his Family Medicine Residency at LSU Health Sciences Center in 2013.
He previously served as a Project Assistant, Project Coordinator, and Project Manager for Brigham and Women’s Hospital in Boston from 2003 to 2006. Prior to that time, he worked as Recruitment Director for the New Teacher Project in New Orleans in 2003, as Mathematics Consultant in New Orleans Public Schools from 2002 to 2003, and as an Educator for Teach America in New Orleans Public Schools from 2000 to 2002. Dr. Delfino has earned numerous awards including the 2019 Champion of Practice Transformation given by the South Carolina Primary Healthcare Association. He is currently affiliated with the American Academy of Family Physicians and the South Carolina Academy of Family Physicians. His clinical interests include care of the whole family with special interests in pediatric care, dermatology, preventive medicine, and vasectomy. His administrative interests include leadership development and quality improvement through systems change.
Brian Kelbaugh has more than twenty-six years of within the healthcare environment and over 20 years of financial leadership.Mr. Kelbaugh has a broad range of experience, to include, community based organizations, publicly traded health systems, acute care hospitals, rehabilitation hospitals, critical access hospitals, a teaching hospital, skilled nursing homes, rural health clinics, physician practices and an ambulatory surgery center.
Mr. Kelbaugh has served in the US Navy, also grew up within a military family.Mr. Kelbaugh has lived all over the world, but is originally from West Virginia and has relocated to the Spartanburg’s area.He is an avid golfer and enjoys the beach.
Jeff Ballenger is the Vice President of Strategy and Development. Jeff has twenty-five years of leadership experience primarily in not for profits. Prior to joining ReGenesis Jeff worked for the Charles Lea Center as SR Vice President of Innovative and Supportive Services. Mr. Ballenger has experiences in human resources, quality, leadership training, employee engagement, operations, corporate development, and strategic planning.
Jeff holds a bachelor’s degree in Management & Marketing from the University of SC and a master’s degree in Executive Leadership from Liberty University. Jeff has spoken at state, regional, and national conferences on leadership and innovative strategies supporting people’ desire for greater independence in their lives using technology.
Jeff has a passion for serving the community, especially the underserved. Jeff firmly believes leaders must “Think like there is no box” to the opportunities faced within an organization. Jeff is committed to serving people and the greater community, helping to connect people to services and resources.
Eric Rogers is the Chief Operating Officer for ReGenesis Health Care with more than twenty-five years of leadership experience from private organizations. Mr. Rogers has a broad range of experiences, including personnel relations, talent acquisition, training, compliance, employee engagement, team building, emergency response training, and various other aspects of the HR function.
Mr. Roger’s earned his Bachelor of Arts degree from Winthrop University in Rock, Hill, SC in 1994. He earned his dual Master of Arts degree in Management and Human Resources Development in 2001 from Webster University.
Eric is a member of the Strategic Human Resource Management society (SHRM) and a Board member for the South Carolina Manufacturers Alliance (SCMA) for both the Human Resources and Safety Activity and Seminar planning boards.

Summer Tebalt is a registered nurse with more than 20 years of experience in the healthcare field. In addition to a Bachelor of Science in Nursing degree, Summer holds a Master’s in Healthcare Administration from South University. Summer has extensive experience in community health, including care management for populations with complex health and social needs, addressing the social determinants of health, and improving access to care and health outcomes for vulnerable and under-resourced populations.
Summer previously worked for Spartanburg Regional Healthcare System as Director of AccessHealth Spartanburg, RN Care Manager for AccessHealth Spartanburg, and as a Care Manager for Spartanburg Regional Home Health. She is a Furman University Riley Institute Fellow and a 2017 graduate of The Spartanburg County Foundation Grassroots Leadership Development Institute.
Summer is an avid runner and reader. She lives in Inman, SC with her husband and two daughters.
Heather Elder joined ReGenesis in September 2018. She supports the Executive Leadership Team with administrative functions, communications, relationship building, event planning, meeting coordination, and logistical support for projects.
Before joining ReGenesis, she developed a vast range of skills and experience working for large financial institutions, corporate law firms, and state government. The Upstate is home. She is passionate about the community, and vision of ReGenesis Health Care.
